Yes, publishing a conference paper is easier than a journal paper, but a conference paper in reputed publishers such as IEEE/Springer and Elsevier is anyday better than a journal publication in a not-so-reputed journal. In my opinion it is safe and good to publish reearch papers in a reputed journal even if the impact factor is low.
