You need Skype for Business Online Standalone Plan 2 ($5.50), Skype for Business Cloud PBX ($8), and Skype for Business PSTN Domestic Calling ($12) and Exchange Online Plan 1 ($4) if you want the ability to schedule as it needs a mailbox to have a calendar. Exchange Online Plan 2 ($8) is required instead if you need it to have a voicemail.

Just woderning if there is any Microsoft view on this? I agree with other comments that the current situation seems a bit crazy expecially as Microsoft already allows you to manage room resources for free from an Exchange perspective.

This is actually the very reason we went with a hybrid setup, but of course that may not work for everyone.

When you say Hybrid you mean Full Skype server on prem in Hybrid config with O365? Not something we have looked at I have to say as CCE seems simple and we have 39 sites.
